South Africa is witnessing an alarming escalation of racial discrimination under the guise of “transformation.” A recently leaked video reveals Alexander Kannemeyer, the Human Resources manager of Stellenbosch Municipality, advocating making life unbearable for white employees until they resign so that they can be replaced by Black candidates, ostensibly to satisfy BBBEE mandates.

This approach constitutes harassment, violates the Employment Equity Act (55 of 1998) and the Labour Relations Act (66 of 1995), and contradicts the constitutional protection against unfair discrimination. Kannemeyer’s suggestions undermine merit-based appointments and directly threaten service delivery to the public.

AfriForum has condemned these actions, highlighting that municipalities exist to deliver essential services, not to enforce political or racial agendas. Making employees’ work conditions intentionally hostile exposes the municipality to legal action, including claims of constructive dismissal.

The Stellenbosch Municipality’s HR leadership appears to be prioritising “transformation” over competency, risking the exodus of skilled professionals and further eroding the principle of fair employment. This is symptomatic of broader ANC policies that threaten the rights of minorities, skilled professionals, and business owners across South Africa.
